Nope, fewer wickets has always existed in this competition. It's how we won the 2010 final.
Super Overs only come into play in English domestic t20 cricket when D/L has resulted in the innings being of different lengths. You can't really compare, say, wickets lost over 20 overs to wickets lost over 8 overs. Both SFs in 2011, which both went to Super Overs, were both rain reduced ties.
