I think they will. I went to couple of playoff finals just for the hell of it, day out on a bank holiday weekend, train into London in no time..... at one, Darlington sold only about 5,000 tickets in the old Wembley, so you can see why they don't give 50,000 tickets to a team that low down.
I went to with my brother to the Peterborough v Huddersfield game a few years back, and in that one Huddersfield got give the extra allocation and took some of Peterboroughs when it was clear it was unsold.

Sounds sensible to up the number if necessary. I can imagine both teams will sell their 21000 allocation quite easily.
