I think he can due to the nature of his injury. Could be wrong. I guess he has to bat at 11 though

The rule is you come in after the last recognised batsman if you haven't been able to field which means 9 or 10 in this instance I suppose. Whether it would be wise to given his shoulder should be kept immobilised is another argument.
