You said it best, look at Cook. He has no idea how to handle new bowlers or instil any confidence in them. My think on this is slightly bias after the damage England did to Kerrigan, but I don't think the best way to bring a player into Test cricket is by throwing them against the hardest test they will face as an international player. Unfortunately, England have become spectacularly bad at planning long term over the last few years.
Lyth was not given a perfect opportunity to get his feet under the desk opening in the West Indies instead having to front up to New Zealand and Australia in England, which is hard. Hales wasn't given the opportunity to open in the UAE instead had to deal with South Africa away as his first assignment. At no point over the summer knowing we had two tours of the sub continent coming up did we have a look at our other spin options.
Every player has to start somewhere, but starting against India as a spinner borders on nihilism.

found it crazy rashid didn't play last summer after actually bowling well and landing 60 balls in the right place against sri lanka.
said at the time rashid should be playing when he can actually land the ball and have rhythm no surprise he lost the rhythm by being the 12th man and not bowling much for yorkshire.
As I've said elsewhere, it's frankly odd that we've gotten pretty good at doing this in ODI cricket where we have 20 or more players we can throw into a side who have been looked at and we have a reasonably degree of confidence that they can do well. If the ECB could stop and look at how they've turned around our ODI side by taking chances and giving players an opportunity to fail without having to worry about it, then maybe, just maybe, we might see the same improvements in the Test side.
It doesn't help that the counties don't seem to have much patience with spinners either, look at the likes of Craddock who looked very promising only to be dumped and I think he may have played 1 second 11 game last year if that.
