have they changed the bat grounding rules? I've seen run outs where the diving batsman has grounded his bat but then been given out because it has bounced up just as the the bails were broken. I thought Billings was going to be given out

If it has changed, then that has to be right, because it always struck me as unfair before

Yes, rule changed so that once the bat is grounded over the line it's not out regardless of whether it then bounces up.

after scoring an excellent 50, Joe Root has just needlessly run himself out trying to turn a one into a two. Didn't even get the dive in.
