You can sub in any player you want, but the match referee has power to limit their participation in the game to exactly that expected from the player leaving the field. In this case Smith was certainly not expected to bowl, so neither would Neser be able to. Full time wicket keepers wouldn't be allowed to come in and keep after replacing an outfielder... etc etc. Teams no longer nominate a bat/bowl 12/13th man as concussion subs anymore like they originally did, so I have no idea what would happen now if the registered 12th man for a side was a batsman, and a bowler got hit on the head. Would the match referee not allow a batsman to come in and bat?
And how do you legislate for people like Joe Root/Michael Clarke type people who are true top order batters, but also regularly turn their arms over for 10 odd overs a game? Would they be considered all-rounders?
In this case its not even worth subbing Neser into the game.... just have him 12th man as the nominated sub fielder, he can't bat or bowl, so no point subbing.
