If jimmy had bowled on the much more helpful pitches of the 80s or 90s he would have a much lower average and another 50 wickets to his name

His average of 29 these days is probably equivalent to 25 compared to other eras

The wicket to runs average since the 90's I think is about 3-4 runs higher, so indeed, he would probably average about 25 like you said.
