I guess you would know a lot more, but some fans might be put off by an urban location like Sabina Park not so much for the lack of beaches, but for general safety concerns. Kingston seems to have a bit of a reputation for crime, whether that is true or not I wouldnt like to guess, but that perception is enough to stop people spending large amounts of money travelling to go to games there.
Although you'd like to think the largest of English speaking city in the Caribbean might still attract a decent home crowd, but I realise that is not a realistic assumption. I guess the T20 games in Jamaica are well supported.
