Who is the best spinner in test cricket at present?

People that blame T20 for the demise of Spinners got a point.
Spinners have to go against the ways of Test cricket success to have a career in ODI/T20.
Biggest proof of this is Harbhajan singh.
Hard to include Ajmal since he cheated to be more successful in all format.
Didn't really see what advantages bending the arm did before but actually seeing Some of the bowlers look far more dangerous and the comment by someone saying bending the arm can give spinners more accuracy/revolution and speed which is clearly cheating if they going above 15 degrees.
Plus many spinners purposely bowl with a bent arm since they think it is allowed due to the murali effect and not enough testing.
