Why should any player have to be availible to play both formats or they can't play either?

Aside from of course the ECB says so.

If you don't care about international cricket, I can't see why you are bothered about this, Powelly. He hasn't committed a crime. What is at stake is the effectiveness of the ECB international management strategy, and the strength of the national team. KP barely plays CC.

I don't agree with that at all. Normal practice is bound to effect expectation on both sides. And if the quality and duration of my work during a period of employment is irrelevant then I'm glad I don't work for you.

The ECB now have an unhappy player, and a weaker team.

The simple fact is that a player should be allowed to pick and choose which formats he wishes to play in. I dont agree that he should be allowed to pick and choose his ODIs. However, if he decides to give up ODIs altogether but still play T20, then I dont see why that should not be allowed as T20 is a different format.

Right, he never plays CC, so that cant tire him, instead he goes off to play overseas and then skips England games to compensate, my lack of caring for International cricket doesnt affect me watching it, or having an opinion.

I don't think he was doing that. He was asking to miss some series. And then he asked to just play T20. And then he said he'd just play Tests. This reading seems unnecessarily partisan.

Thats a different issue completly, which im on the fence about, given how players have complained about ODIs and would rather play T20s, then I understand the ECBs stance. However KP is contracted until September to play ODIs, if he wishes to play T20s and Tests only, he should of waited until his central contract had ended before making demands.

But why should he miss some series, when he is contracted, why didnt he miss the IPL instead ??

I agree with this. Also, if KP wanted to say which series he wanted to play in, then that is a different thing from his asking the ECB to consider resting him from some series. Which given his age and miles on the clock they should be looking at anyway.
