How often do those certificates get signed and whether they are withdrawable?

I have no idea about the exact legal details but I remember the BCCI withdrawing NOCs a couple of years ago stopping Sehwag playing for Northants.

Didn't the PCB withdraw an NOC from Afridi at the 11th hour before the Friends Life T20 this summer? Don't think it affected Hampshire too badly.
Anything can happen with a round ball.

They held one back last year after he made media comments about the PCB, and wouldnt let him join until he had clarified comments and apologised. His no showing this summer was to do with a work permit ( I think )

A bit unnecessary Shanks. AP is suggesting that KP shows loyalty to England by playing for Surrey instead of the IPL. He's not suggesting he needs runs or is out of form.

Not something I expect to happen, but I don't have a problem with him playing IPL. As long as he plays a CC game or two before the NZ Tests.

I think KP should slaughter his first born to show his loyalty to English cricket personally. If he wants to play, it's only reasonable that he shows some such strong indication.

KP is back of the queue when it comes to selection, two new batsmen are now in the England test team and it's only fair they make their debuts before KP returns in an England shirt. Also it's unfair on aspiring talented county players, putting in the hard work and their hand up for selection only for a player with disciplinary problems to get the nod.

Apologies are not enough, actions speak louder than words so I expect KP to score 1000 county championship runs before the month of June.
