I don't agree, as soon as you allow any artificial means to attempt to alter the condition of the ball you cross a line and make it difficult to say what is and isn't acceptable
if the bowlers aren't good enough to bowl with an "unaltered" ball then tough

So Bailey was correct in suggesting England are cheats.
