'PCB chairman Zaka Ashraf has said that the boards of Pakistan, South Africa, Sri Lanka and Bangladesh are in opposition to the revamp of administrative and financial structures of the ICC, at the governing body's executive board meeting that is currently on in Dubai. Before entering the meeting, Ashraf told Pakistan's ARY TV, that "Bangladesh, Pakistan, South Africa and Sri Lanka, we all have one stance. Let us see what we vote inside. We will stick to our stance." It is now known that CSA, the PCB and SLC had formally written to the ICC, asking for a deferral of the "position paper" proposals being pushed through by the BCCI, Cricket Australia and the ECB, the three richest and most powerful cricket boards.'

We might see a split in international cricket, with two separate administrative bodies emerging, both called the ICC; the International Cricket Council, and the Indian Cricket Council. Could be interesting. Maybe once a year, the two boards could play an all-star game against each other.

I see it's gone through. It does seem a little like turkeys voting for Xmas amongst those not in the "big three". Hopefully, the ECB and CA may act as a bit of a brake on the BCCI when they inevitably try to put money before the quality and variety of cricket on offer.

Scrapping the Future Tours Programme may well be a good thing from a cricket players perspective, who seem to tour constantly between October and March. From an England perspective it also means they don't have to play a home series against Sri Lanka in 2016, the third in five years. With a bit of luck the Champions League Twenty20 starts in late September/early October so counties can participate in the tournament again. Only downfall of scrapping the FTP is the IPL will get it's own slot so the England international cricket season is condensed, unless if regular matches against Pakistan, Zimbabwe and Ireland are played in May.

A test match fund created for the non "big three" is a good idea, far too many limited international overs are played and i'd go far as saying a minimum of tests should be played between 2015 and 2023 if nations want to retain full membership.

This release is significant in what it doesn't say....

"A need to recognise the varying contribution of Full Members to the value of ICC events through the payment of 'contribution costs'. The establishment of an Executive Committee (ExCo) and Financial & Commercial Affairs Committee (F&CA) to provide leadership at an operational level, with five members, including BCCI, CA and ECB representatives. Anybody from within the Board can be elected to Chair the Board and anybody from within ExCo and F&CA can be elected to Chair those Committees. With the ICC undergoing a transitional period that includes a new governance structure and media rights cycle, this leadership will be provided for two years from June 2014 by: a BCCI representative to Chair the ICC Board, a CA representative to Chair the ExCo and an ECB representative to Chair the F&CA."

It sounds like the financial changes have been introduced by the back door. I wait with bated breath to see the actual document itself approved by this meeting. Sadly, it seems that not enough boards had the guts to stand up to the Big Three of BCCI, ECB and CA....

When cricket continues to decline in WI and NZ, and when rugby and football take over from cricket in SA, and people ask, "Why," we can look back on this day. India, England and Australia can go on playing cricket among themselves, throwing scraps to Pakistan, Sri Lanka and Bangladesh, and we can all forget about expanding cricket into other developing nations.

I'm wondering if England would be better off trying to make a go of it with the other Test nations rather than allying with India. India may just cut CA and the ECB adrift in the future and run cricket themselves. Why wouldn't they? There is no support for the scheme among the UK cricket watching public, and I think it will effect how much money the ECB will make from their Test grounds.

Arthur, England have probably realized the negative effect of avoiding partnership with BCCI.They were invited to have a share in the Champions League.ECB rejected that offer.Champions League has become a hit as most wanted T20 players want to play in their IPL or regional teams.South Africa and Australia agreed and they got 25% share each from revenue of Champions League.I doubt ECB will reject BCCI's offer this time.

The BCCI would be naive to alienate any of the test nations let alone the ECB or Cricket Australia, mainly because it's flagship Twenty20 competition is highly reliant on overseas talent.

If proposals do end up with the seven test nations being worse off then the lesser quality of players will affect the IPL, particularly in the fast bowling department where such players rarely exist in India. No equivalent of Dale Steyn, Lassith Malinga et al to bowl at the penultimate overs in an attempt to defend a chaseable target. No Chris Gayle to biff 150 inside 50 balls, or David Miller to turn a run chase on it's head with his trademark power hitting.

When one of the proposals contains subsidies for non ECB, CA and BCCI cricket boards to host test series, it's difficult to envisage the proposals are solely designed to boost powers and financial wealth of the bigger cricket boards. How many tours in recent years have had the number of test series reduced and limited overs internationals increased? If smaller cricket boards want to boost their status, they are given the incentive to take test cricket seriously with at least England and Australia more than willing to play.

There's no guarantee that these so-called subsidies will last any length of time. They might just be implremented to get votes, and then disappear in a few years' time. The idea that these subsidies are dependent on the goodwill of the Big Three is a dangerous principle, and not echoed in others sports, such as football, athletics or the IOC.

And it seems that bribes like this are all that's needed to secure the required votes:

For test cricket to prosper (something which the ECB are very keen on) then those subsidies will be in place for good if international cricket is to expand. The main point of the ICC giving greater powers to the established ECB, BCCI and Cricket Australia is to boost growth in revenue and the sport in general. Once revenue from the international game increases, the test cricket fund is likely to be enhanced and not axed.

Subsidies exist in English football, known as goodwill payments in which the Premier League issues out to the Football League and Football Conference.
