Kipper if you go to page one of this thread you'll find I posted the process the ECB follow for awarding contracts. They do have flexibility in awarding contracts based upon future expectations.

Robson had an incremental contracts last year because of playing 7 test matches but next year england don't see him playing 5 test matches or getting enough points to earn a contract.
Normally ECB don't release Incremental contract at the same time as the full contracts but Counties didn't like having to wait for the money after the event and wanted prior knowledge so they can prepare without those players.
Bopara, Tredwell, Hales, Eoin Morgan and Liam plunkett were awarded contracts before they even earned 20 points.
