his bowling isn't good enough if he is going to be the 5th bowler and his batting isn't good enough if he is the 6th bowler

Well, I wouldn't pick him now. Stokes can fill that role.

I'm not sure that Willey is an international class cricketer, although he has done well for us on many occasions.

he cant be any worse than bopara coming in at around #7
