A maximum of 7 overs per spell and 18 overs per day, must rest for 5 overs between spells. According to the cricinfo text commentary, Sam bowled a 9 over spell in the 1st innings.

That's a directive but clubs can breach that at their peril . It is a slightly ridiculous restriction if a player is playing at the higher levels of the game . For instance , County Academy players who are u 19 are covered and almost entirely comprise the bowling line up . When the opposition is comprised of adults that leaves the youngsters disadvantaged yet they probably play at county 2nd team level too . There does not seem to be any dispensation available to avoid the restriction without some form of discipline from ECB or their regional league execs
