It would be entirely wrong if Adil Rashid were to be selected for Test cricket against India while still unavailable for Yorkshire. After his sparkling form in the one-day series, particularly his ball to dismiss Virat Kohli, there has been a suggestion from some quarters that Rashid may be parachuted into the team, despite his reluctance to play first-class cricket for his county.
Probably the best one-day international spinner in England’s history, and a bowler who looked like he was getting the hang of Test cricket when he took 30 wickets in seven Tests two winters ago on the tours of India and Bangladesh, Rashid made a decision at the start of the summer to concentrate on one-day cricket only. Although disappointing for his county, their supporters and those, like me, who hoped to see him challenging for Test selection, that was entirely his prerogative.
It is absolutely his place to pick and choose formats; it is not his place to pick and choose matches within formats. When asked last week about his availability for the India series, Rashid was quoted as saying: “If England do want me to be part of the squad for the series against India, then I’ll consider it.” Trevor Bayliss, England’s coach, raised the possibility of it happening too: “Could he get picked in the Test team on white-ball form? Well it’s happened once this year with Jos Buttler.”

I think either Farbrace or Bayliss implied that him not playing FC cricket didn't necessarily rule him out and mentioned Buttler. Key difference of course on that Buttler did not announce his 'retirement' from red ball cricket.
There was a story in The Sunday Times inferring that Yorks might not award Rashid a new contract if he won't commit to playing all forms. Interestingly the article mentioned Worcestershire as a likely destination should be leave Headingley.
