This suggests they might well do - the pitch for their last game in 2017 was marked as "below average " and according to this article there are " repercussions" if a second pitch gets the same mark within a 12 month period.

Yeah, the slap on the wrists they got after last season suggests to me that they can't get away with it again.
Also, with Somerset now safely marooned in mid-table (assuming that Surrey win), it's an easy win-win for the ECB to deduct Somerset points. They get to come across as not letting Somerset get away with it, whilst at the same time not actually harming Somerset. They'd still be marooned in mid-table.
