Durham has 3 wins in 2008 2009 and 2013. I guess that's what you're referring to with most wins in last 10 years.

Has ECB got into contract to broadcast or stream county matches live over internet.

Two fixed point cameras, streaming live domestic cricket for many matches. Coverage not the best, but it's something good to have running in the background.

Individual counties have better coverage of live streaming on their websites.

Think the broadcast is blocked for other countries. Any website which broadcasts to India?

Very surprised if county streams are blocked overseas, more so when Australian domestic cricket (minus Big Bash) is widely accessible.

Best advice I can give is visit an individual county website for a live stream, some counties do better coverage with BBC radio commentary. Unless if BBC radio commentary is the reason for geoblocking.

All Big Bash matches are covered in India.

Will try some county website as you suggested.
