Not necessarily. If the United Federation of Planets held an intergalatic T20 competiton (for which the ICC would be abligated to create a window for), then I'm sure that a team from Vulcan would consider it logical to be wearing universal translators! A team from the Ferengi homeworld would do the same thing, but would probably have traded the universal translators for latinum, probably.

Also, I seem to remember the Klingons had no trouble conversing with us, even in situations far less friendly than a game of cricket.
