The system has got better for identifying bowlers who throw, I doubt that Ajmal would ever have taken 400 international wickets plus had he just started his career, but I still think there is more inside a game that umpires can do to stop this.
It seems the system now allows a bowler to throw, gain a bit of momentum, be called and go back to being terrible. The ideal situation is guys like Narine get called in the first game they play, and never go on to impact the game ( he was the first name, not targetting him per se).
I think there are two types of bowlers that chuck. The first is the guy that simply doesnt really know he does or its a tight call. The second seems to be the cheat till caught type, like Ajmal. Encouraging umpires to no ball players at will they suspect are doing it, and then having the analysis, would improve the situation. Dont let anyone suspected of chucking bowl until they are capable of doing it fairly. By lowering the threshold, you take out the impact to the guys reputation also.
Maybe a three strike policy is best. The first, call on sight and flagged for testing (banned until the result) should be implemented. Calling people and allowing them to continue is stupid. The second calling should result in a long ban, a year of all competitions. The third should be a career ender. If you cant stop chucking after one test and an offer to work with a specialist, then you shouldnt bowl.
The first test and subsequent passing, as its a lower threshold, should end any questions as to a players reputation too
