The decline isn't really with their starting XI (most of them have competition in county cricket anyway), the biggest problem is with their own domestic system where they can't seem to produce anyone. Of course, the ICC should have given them more funding but they still could have made better use of what they had. Or it could just be that Ireland had a golden generation and they are now back on the level of Scotland and Netherlands where they were before.
