If Overseas players don't have a No Objection Certificate, they can't play in the IPL. Without Overseas players, the IPL becomes a weak product. Good luck to the BCCI in producing a bowler who can comfortably hit 145kph.

The 2019 Cricket World Cup is one example where cricket boards are well within their rights to prevent contracted players from taking part in the IPL. I believe South Africa and Sri Lanka have an ODI series pencilled in as a warm up to the World Cup, as well as England v Pakistan. All test nations are capable of hosting ODI Cricket during April/early May if they want to prepare.

I highly doubt what you are Saying will happen, no player will ever choose not to play ipl plus most boards got an contract with the players on the ipl so they have to give permission anyway.
You also living in another planet if you think Ipl needs overseas players more than the overseas players needs ipl.

Mitchell Starc withdrew from this years IPL because he wanted to spend more time at home.....

2019 Cricket World Cup begins on 30th May and finishes on 15th July, immediately followed by The Ashes. No doubt Cricket Australia and the ECB will be curtailing IPL player avaiablility.

So basically only ecb and even they have to allow the players at least 3 weeks of ipl action.
Actually written in the players contracts that they could play ipl for at least 3 weeks.
CA might not even have any signed players and ca got a deal with the players regarding ipl anyway.
So board can't do nothing to stop players from playing ipl although it is another matter for players to miss it for various reasons.

Crazy to use starc as an example for this especially considering ab de Villers chooses ipl over national duty.

Suspect in 2019 we will see the same situation as now.
Only really England players missing ipl,
All the rest will be there.
England would still be there for 3-4 weeks though.
Pak not invoked in ipl
The rest of the board would have nothing being played during it.

The deadline has passed with no resolution. The Australian team, and anyone under contract with CA is officially unemployed. Not only that, CA appears to be refusing to back down, threatening to slap a six month ban on anyone who plays a non-sanctioned match while the pay dispute continues.

This article seems to imply that the base salaries of Shield cricketers are higher than internationals? I guess that makes sense if the revenue-sharing bonus represents a substantial portion of their pay, but it seems odd.

To be honest, I don't have a lot of sympathy with the ACA - it's not as though the players are poorly paid ($234k Aussie for a Shield cricketer is pretty good, puts you in the 2% if not the 1% and above what most players in Australian rules or rugby get). I guess their argument is that with domestic T20 raking in the cash, they should be entitled to some of it the way they are in India.

The Ashes are still nearly five months away, so it seems highly unlikely they will not have a resolution before then, but it's possible that the upcoming A tour to South Africa, and maybe the Bangladesh series in August will be under threat. There's also a limited overs series in India before the Ashes, which there will no doubt be a lot of pressure to happen.
