Can only think it was Somerset not wanting to divert from the script. "Overton is our strike bowler. Strike bowlers bowl overs 18 and 20". Given how strong Somerset traditionally are (albeit not with Gregory as captain), that's very poor and unexpected from them not to think on their feet better.
