Our fantasy leagues have always been slightly skewed towards bowlers. It's less obvious in T20, as you say allrounders tend to do well, but it's harder for batsmen I think. If Dan Christian didn't bowl, but came in at 5 or 6, then he might win 4 games all on his own by smashing a quick fire 30 in the last 3 overs, but in the other 10 games when things are going well for his team he might not bat at all. Hales might score heavily one game in three at the top of the order, but that also means he misses out 2/3 of the time. Bowlers usually get their allocation... they might not always come off, but they usually get their chance and if they are bowling at the death or at the start there are definite opportunities there to take wickets, and if you are taking wickets then you also give yourself more chances to pick up economy bonuses too. Gnarly old spinners bowling in the middle overs can pick up 30 economy points as easy as kiss my hand and if they grab a couple of wickets too, then they'll often pick up 80-100 points. A batter has to be scoring 50 to get anywhere near that. Adam Zampa bowled a couple of overs in the D/L match the other night... bagged 2 in 2 as the other side tried to step on the 'rain is coming' pedal and ended up only conceding 7 runs...... 110 points for bowling 12 good balls. A batsman hitting 12 consecutive balls to the boundary for 4 runs would have scored 78 points.
We could, I suppose, award more SR bonuses to batsmen (bowlers have 5 levels, batsmen 3), but that just opens up the possibility (probability) of Dan Christian walking out to bat in the final over, facing 4 deliveries, smoking them all for 4's and 6's, and scoring 70 points for 5 minutes work, while Alex Hales wins POM for scoring 71 runs at an SR of 174 and walks away with only 31 points more than the fella who faced 4 balls.
Another way might be to award economy points to bowlers who bowl min 3 overs instead of 2, but I suppose that would cause problems in the Blast where D/L gets much more heavily involved in matches.... I can easily imagine a bowler in a 10 over piece of nonsense, bowling out of his skin and effectively winning the match by restricting the opposition to some scrambled singles, but get nothing for it because he isn't allowed to bowl a 3rd over
Stick to players who give you the very best chances of maximising points (all rounders, WK bats, wily old part time slow bowlers), and hope you don't pick an experienced, proven all rounder like Ben Cutting and find that this year he's got a captain who only ever allows him to bowl one over per match and find you have to rely on him scoring heavily off a handful of balls at the fag end of an innings to scrape a few points together (thank goodness I didn't pick him this year)
