not surprised in the least, as I said right from the start of this - It's the way cricket still works - Eng or Aus v India / Pak / SL /Bangla ... for an Aus or Eng player to be punished there would pretty much have to be video evidence of a full on physical assault, and even then Jadeja would probably have been fined for being in the way of Anderson's fist. I've been proved right on this again - Anderson seems pretty clearly able to abuse at will with no danger of any repercussions - and has the full support of the Eng management and the ECB in behaving this way.
We had it last time Ind were here - pretty sure an ind bowler got done for nudging an Eng batsman but when Anderson did it to Gambhir there was not even a murmur.
The world really hasn't moved on as much as people like to make out - the nasty taste is still there and this incident is just one more example.
Reminds me of these incidents from the India's tour of Australia in 1999/00 .

These are the kind of incidents that used to give force to the feeling that Sub Continental teams were treated a bit harsher while the Eng / Aus Players used to get away with more.
Admittedly this is from a long time back and things have changed a lot since then. But you can see where We Indian / Subcontinental fans' attitudes towards ICC are coming from.
