Pick your best power batsman for me, batting position in T20 is largely irrelevant.

If they'd have picked Vince and put him at 7 (which is where Billings was on the sheet even if he end up batting at 6), you'd have complained too. They want someone who is used to batting at 6/7, but they want Buttler and Stokes to bat higher up and see it as a place too higher for Rashid/Willey/Woakes.
Roy hasn't quite taken to international cricket yet, albeit he has only played 3 T20Is and 6 ODIs - a combined 6 innings so not much to make a judgement off. Vince is obviously highly thought of, else he wouldn't be in the squad, nor would he have captained the Lions last winter, and should they decide to drop Roy then Vince remains an option.
