I've got a hunch England will bat and call it mental disintegration. Maybe cite the uneven bounce as a reason not to bat last.
I think captain should consider how many matches / series they have lined up in near future. 4 of the bowling attack are pace bowlers. Better to give them some rest. The result is anyways going to be same (England win) whether follow on is enforced or not, so why not let the pace bowlers rest even if they have not bowled 14 overs each in this innings.
Could be a chance to give the spinner a chance to get some overs in.
If this match position / scorecard was in Indian conditions with 3 specialist spinner who are capable of bowling 30+ overs per innings without any chance of finger tiredness due to workload then follow on should not be given. But for England only Moeen is a spinner and maybe one spell of 4 overs by Joe. But i doubt Cook will bowl them in tandem for 8 overs each in such conditions.
